Earlier, citizens in Kerala had to visit the Village Office, Panchayat Office, Municipal Office, or meet the BLO multiple times just to confirm their voter details.
Now the Election Commission has moved the entire system online. You can easily download the voter list of any Panchayat, Municipality, Corporation ward, or village in Kerala directly from your mobile or computer—instantly and free of cost.


What is SIR (Special Intensive Revision)?

The Special Intensive Revision (SIR) is a large-scale, in-depth verification exercise conducted by the Election Commission of India (ECI).
It is far more comprehensive than the regular annual voter list update.

Objectives of SIR

  • Include all eligible 18+ voters
  • Remove duplicate, deceased, or ineligible entries
  • Correct mistakes in name, age, gender, or address
  • Ensure a fully accurate electoral roll before major elections

SIR is conducted under Article 324 of the Constitution and the Representation of the People Act.

Where & How Kerala Voters Can Submit SIR Forms

1. National Voter Portal

Use it to:

  • Search your name
  • Apply for a new voter ID
  • Correct/update voter details

2. CEO Kerala Website

The CEO Kerala portal provides:

  • Local voter roll downloads
  • Forms, instructions, and notifications

3. Offline (Door-to-Door by BLO)

Booth Level Officers (BLOs) will distribute the Enumeration Form (EF) in all SIR-covered areas.


How to Fill the SIR Form

✔ If You Already Have a Voter ID (EPIC)

  • Enter EPIC number on the portal
  • View pre-filled data
  • Correct any mistakes
  • Submit online

✔ If You Are a New Voter (18+ or turning 18)

Upload or provide:

  • Age proof
  • Address proof
  • Identity documents

✔ Offline Method

  • BLO visits your home
  • Hands over the form
  • You fill it accurately
  • Sign and return
  • BLO may revisit for verification

You can download the voter list for any district—Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Idukki, Ernakulam, Thrissur, Palakkad, Malappuram, Kozhikode, Wayanad, Kannur, Kasaragod.


Step 1 – Visit the ECI Portal

Open voters.eci.gov.in
Scroll to “Services” → Click Download Electoral Roll


Step 2 – Enter Required Details

Select:

  • State: Kerala
  • District
  • Assembly Constituency
  • Language
  • Roll Type: Final Roll 2025
  • Enter Captcha

Step 3 – View All Localities

You will see:

  • Panchayat wards
  • Municipality wards
  • Corporation wards
  • Village segments

Step 4 – Load More Entries

Only 10 entries appear at once.
Click the ( > ) arrow to load additional wards/villages.


Step 5 – Select Your Ward/Village

Tick the checkbox → Scroll up → Click Download Selected PDFs


Step 6 – Download the Voter List

Your Kerala voter list PDF will open instantly with complete details.


Understanding Kerala Voter Lists (Simple Breakdown)
