Guidelines for Well Construction
The Rural Development Department has outlined guidelines for the well construction initiative. Wells will be built in regions without alternative irrigation facilities. To maximize the scheme’s reach, the Central Government periodically revises the rules.
Well Subsidy 2024: Benefits and Application Process
Benefits of Well Subsidy:
- Financial Assistance: Subsidies provide financial aid to individuals or communities that lack the resources for well construction or maintenance, making clean water more accessible.
- Improved Access to Clean Water: Subsidies help in constructing or enhancing wells, ensuring a reliable and safe water supply, which can improve health by reducing waterborne diseases.
- Community Development: Subsidies support community development by providing essential infrastructure, improving living conditions, supporting agriculture, and stimulating economic activities.
- Environmental Sustainability: Well-managed subsidized projects promote sustainable water resource use, prevent groundwater overexploitation, and encourage conservation practices.
Well Construction Process:
- Construction Agency: For beneficiaries who are members of a self-help group under the Livelihood Mission Agriculture subsidy, the self-help group typically serves as the construction agency. Otherwise, this role is fulfilled by the Gram Panchayat.
- Muster Rolls: Issued to self-help groups or Gram Panchayats for wage distribution.
- MET Work: Under the Kapildhara sub-scheme, tasks such as filling worker attendance and granting leave must be performed by the beneficiary. The mate’s work will not be delegated to another person.
- Employment Priority: Priority is given to employing the beneficiary’s family members and laborers based on their recommendations.
- Material Payment: Payments for materials are directly transferred from the Fund Transfer Order (FTO) to the beneficiary’s bank account.
- Construction Supervision: The beneficiary will oversee the construction, with potential cooperation from the Gram Panchayat.
Application Process:
To apply for the well construction subsidy, beneficiaries must visit their Gram Panchayat to complete the application.
Payment Procedure for Well Construction:
- First Phase: ₹43,440 for digging the well up to 6 meters.
- Second Phase: ₹91,040 for digging the well up to 12 meters.
- Third Phase: ₹62,000 for well tying up to farm level.
- Fourth Phase: ₹43,547 for completing the work by constructing a recharging structure, parapet, and information board.
